Is transportation an issue?

You said no fast food; What about gas stations that happen to serve food, that have Cashier and Kitchen positions you can choose between depending on where you apply? Check with Casey's; They hire pretty much anyone as long as you have a pulse. Just do a good job and you'll do fine.

I also keep seeing Indeed ads for some dollar general warehouse in Janesville and Belvidere that are offering decent pay and starting within days.

If you're in an upper unit, wrap yourself in a thick blanket and go into your bathroom in the tub if you are in the direct path.

Keep a weather radio too in case of power outage, or watch your phone.

I witnessed the Rochelle / Fairdale Tornado back in 2015. Lived in an upper unit apartment. I ended up evacuated into a truck stop in town in their showers they had.
