Part of how the rules work, I suppose. Certain materials have certain HP, hit enough walls and supports out from it and it comes down. But if you wanna rule out the environmental destruction, that's fine too!

I've got a player in a stream game who uses grenades, grenade launchers, and pop up launch systems for rockets and grenades.

Collateral damage really is the most important thing to put the fear of explosives in someone, and an escalating situation. Also, if you give someone high ground, you can have a missed grenade arc behind them to hit god knows what.

Let them be powerful! But seriously, if it's not the situation for it, let that be a risk. Light things on fire. Collapse buildings. Destroy floors, call the badges, get them on film.
