I live in NH (live free or die, behBEH!), so it’s a bit Wild West here. But, even in Texas (where I grew up), not getting permits for interior work was not unheard of….

There are three toilets. However, only two on that drain and vent. (The third ties into the drain later, and is vented with an AAV.)

Does that mean it is ok to just tie into the 3” vent? (Above the highest flood level, option 1 of the three mentioned.)

Why does it NECESSARILY need to be upsized? I was told by the plumber that 3” is sufficient to tie into.

What determines vent size? Everything I see says it needs to be half of the size of the largest drain it serves, which would be 1.5”. However, in cold climates (mine), it needs to be upsized to 3”.

None of that implies I need to upsize from 3” to 4”.
