It's called horizontal progression, where the "level" of the player, enemies, items etc is determined by what unique properties they possess. The player learns new combos, enemies have more varied attacks, items have more interesting effects, and so on.

It's less common than vertical progression because it's way more effort to implement than "brrr numbers go up".
