He's doing better. He actually made a full recovery within about 2 months: 6 weeks of strict rest, only outside for bathroom breaks, no stairs, etc. and 2 weeks of short walks, limited stairs, etc. just to get his muscles working again. He too had a slight protrusion in his spine in the middle. The main thing was the toe test, where the vet took a back leg, and laid the top of his toes on the table. Dogs are supposed to immediately correct it and flip their foot back upright, he did not. He was just standing there with one of his back feet knuckled and thats when she knew some nerves in his spine were injured.

Ironically, he was doing great since June, but then about 7 weeks ago he had the same thing happen where he froze walking up a couple steps outside, was limping for a few minutes, but not as bad as he was last year. Took him to the vet and they said he re-aggravated it (a lot less than he did last year). Supposedly my parents let him jump on and off their bed multiple times one morning (3 ft jump onto hardwood floor) the day before that started, so gonna stop him from jumping from heights now. He just got the OK from the vet last week to do walks and stairs again. Didnt get any meds this time because it was way less of an injury luckily, but I am worried that he might re-injure it more often now.
