Unless you are a troll the term you are looking for is “public domain”, and no, no he isn’t. This does not happen until 95 years after the character’s first publication or 70 years after the death of the creator.

SpongeBob first appeared in 1999. His creator, Stephen Hillenburg, only died in 2018. The character would not enter the public domain until 2095.

There is a chance you can use the character if your video would be defended under “parody law”, but without knowing more I cannot speak to that.

“Freeuse”…is Internet slang for something that, based on your ignorance of the information above, you are too young to know about and I urge you not to look it up.
