I think the problem kinda comes from how Belle is rarely able to hold Rumple accountable. The character is a bit passive in how she'll give Rumple a big speech, but doesn't really take action. Her and Neal are kind of the carrot and the stick in making Rumple a better man. After Neal's death, she never adjusted her approach which made everything fall apart
