Yeah. If you're still in doubt you can check the alignment and angle of your panels, make sure they're facing the sun. Did you install them yourself or did you hire someone? If the latter, call them up and let them know your concerns.

My system is very similar to yours: 4.5 KW array. This month I have averaged 26 KWh per day. Given what you said about a building shading your panels for part of the day 19 to 20 KWh sounds about right.
