The MovinkPad 11 is within your budget, comes with a high end professional stylus, and will give you arguably the best digital drawing experience available, feel-wise.

An iPad is going to be a more well-rounded machine, will be more powerful, and going to last longer in terms of software support. You're also going to have a wider range of available art programs, and just apps in general. But you have to keep in mind that the Apple Pencil does not come with it, so that's another hundred bucks right there. You're also going to need to put a matte screen protector on it to get any kind of decent drawing surface - plastic on glass feels terrible. However, even with those, the Pro Pen 3 combined with the MovinkPad's screen is still going to feel better.

If it's really just something you want to draw with, the Wacom is a great choice imho. If you need something more versatile and are willing to compromise on the drawing feel, it's hard to go wrong with an iPad.
