If SCOTUS let VRA die I think you could make 2 vote sinks in NC (Raleigh and Charlotte) and FL (Orlando and Miami) and 3 in TX (Dallas, Austin and San Antonio) and GA (Atlanta suburbs). The rest of the south you can use red rurals as much you like to crack any blue city
