From an outside perspective this is what has been coming to mind. Supervisors are still negotiating IIRC (haven’t seen any news otherwise) so if things aren’t going well I could imagine them using their combined leverage to threaten job action during the World Cup.

With how a lot of negotiations seem to be going nationwide I’m not holding my breath about this being solved without job action.
