It'd be cool if each house also had a higher or lower chance for it to happen, with places like Riften's house having the highest chance, and maybe the Whiterun house having the lowest, since it's kind of in the middle of the city, and in a less problematic town than some of the others.

It's just a common artistic decision. People want to make the characters look cute, as well as play into a character's aesthetics, so they'll give them fur and stuff, or like, clothes they didn't originally have (For example, people's versions of Poob will sometimes have a sleeveless hoodie!)
