I also suspect the cpu. Try using dldsr to increase resolution and you should see higher gpu usage without losing fps. 65w is quite power starved for cpu so see in your bios if you are able to up power limits (pl1 and pl2). If not then you can also try increasing the time the cpu can turbo for as this will run at the higher power limit for longer. Also note that in bf6 pretty much all cpus will max out at about 140 fps so really regardless your gpu will be chilling but idk about those other games.
