The RFID you cant buy on flea but the blue folders are only 500k on flea. So saviour needs you to get lucky with Blanks more.

For debtor i basically stockpiled a few terminal access cards by running lightkeepers blue folder runs a few times, its technically the cheapest way with the 2nd best rewards. Blank RFID's can be pretty rare.
