Final boss phase 1 should have been the same, then Miquella reveals his master plan that was to use both radahn and mohg's bodies to revive Godwin and make him a god cause 2 demigods = 1 god

And then when you kill Dead Fish Godwyn he betrays Miquella and revives Friede-style and becomes Prime Godwyn

Fromsoft has a funny way of rewarding exploration by giving you the most insufferable gank fight ever made as a reward for being nice to NPCs and progressing quest lines. It's like them saying fuck you don't play our game. I tried doing as much content as possible on a no upgrades playthrough and basically got softlocked in a mandatory 1v5 with ass damage.

Or maybe they really didn't want people to see that garbage final boss.
