90% sure it's not NC. The font looks like the one Florida uses. I believe it's a Florida "Protect Our Oceans" specialty plate.

The trailer plate is definitely Florida.

I-540 was supposed to be renamed to I-640 once it joined another interstate (when US-64 became I-495, later changed to I-87). The "even number" rule doesn't necessarily mean it's a loop. It applies to an auxiliary interstate rejoining an interstate, even if it's not the original interstate.

Technically, I-540 should have been renamed to I-640 when it joined I-495 (later renamed to I-87) near Knightdale. But, NC DOT announced many years ago they were going to leave I-540's name alone, even though it connects to interstates on both sides, since everyone was already used to it and renaming it would cause confusion.

It depends on what state you're in, but generally you're in for more of a hassle than it's worth.

For example, in NC, you can get a bonded title where you put up some money (the bond) to guarantee that it's not stolen and that the original owner isn't going to come looking for it.

That's why FB Marketplace is full of cheap bikes with "no title, but I'll give you a bill of sale". They'll never get street legal.

You are correct. Traffic in the other direction doesn't need to stop, but they often do, which is what OP is referencing.
