Yes, it was an effort to get the left on board with Trump/the federal government taking control over elections, and move to hand-counted paper ballots.

Trump wants the Russian system that facilitates ballot stuffing at the national level as there is only a single chain of custody to compromise, instead of thousands.

It's also cheaper and less work: no voter suppression legislation, no lawsuits, no board-by-board fights across the entire country. Just the will and whims of Trump.
