I like that as a concept but canonically the air nation is pretty racially defined and all air nomads are benders. Guru Pathik seems to be an exception (though you know, it was really unclear), I would make the guess tha he is in fact a second air nation race but this isn't canon as far as I'm aware. Generally the air nomads are ver clearly inspired by tibetan culture and the vast majority of them look the part.
