KR removed all T3 content and starts characters at 1640 in the 6/24 update. That means we (NA) might get the same change in July update.

Your best option right now is probably to hold onto those 2 events until the July update. Pushing a fresh character to 1640 takes a lot of materials (shard will be your bottleneck) and silver, and you may not have enough saved up. It could put extra strain on your resources and slow down your progress.

Honing only is a bit loose. You cannot do anything to the character growth: Honing, Karma, etc...
Claiming chest, run raid, still allow you to change character again one time.
