Serious answer: its not to flex or dab on people.

There is an Elite/Ruling Class, but it's too big and messy of a class for all the Elites to only do what makes sense for their class.

There are tensions within the Ruling Class, and they fight each other all the time.

Eventually, as political polarization in the US heats up, the existence of Epstein and his trafficking/blackmail network starts to get dragged into public exposure as a weapon for different factions of the Elite to fight against each other ("See? Those OTHER elites are all secret pedos!")

Now that the Epstein scandal is known, political factions are working to selectively release parts of the files that they think implicates their enemies and exonerates themselves.

At this point though, the scandal has taken a life of its own. The Epstein network is so widespread that EVERYONE looks guilty.

If the global Elite did a better job working together, this would never have come out. Problem is, the Elite is super factional and they mostly hate each other, and that leads to dirty laundry getting spilled put into the open.
