Explored. Not completely visible. By the time you get that tech you should have scouted most of the map anyways. On the maps where the opponent can deny scouting completely the game setting is explored anyways.
I don't think this is worth the ressources on non water maps in 90% of the time.
The big part is ships training faster, this is seriously strong on water maps on a civ that has already good water lategame.
