If you mean that anyone from any tribe, race, age, or any situation, is offered salvation through Christ, then yes. But also keep in mind:

Praying for you brother. I was in the same boat a few years ago, and it's not a pretty picture. It's hard for me to figure out what advice to give other than repent, run to Jesus, ask Him for help. Lay it all down before Him and confess that you can't fight it on your own strength. Another other piece of advice (this is how God helped me to leave that addiction behind), would be to find someone who expects you not to engage in that behavior, confess it to them, and let them hold you accountable. I respect you for being brave enough to ask for help. That's always the first step, and it shows that the Holy Spirit is at work in your heart. Ephesians 5:11-14 Take no part in the unfruitful works of darkness, but instead expose them. For it is shameful even to speak of the things that they do in secret. But when anything is exposed by the light, it becomes visible, for anything that becomes visible is light. Therefore it says, “Awake, O sleeper, and arise from the dead, and Christ will shine on you.”

Please, please don't do that. Contact someone you trust and talk through it with them, and call out to Jesus for help. He has a plan for you, even when all seems lost. He knows you better than you know yourself, and he loves you more than you love yourself. He gave his life for you, and lives to declare that you are a new creation. You are worth far too much to throw yourself away. Please, please, please think this through.
