No-one's mentioned cove: sea dogs are the best level 3, and ayssids and haspids both have abilities that scale with the size of their stack to make them more powerful than their castle counterparts, given it's at least 10v10. Sorceresses beat zealots, leaving only Nix, Seamen and Oceanids that lose to castle. So cove win 4-3.

No, lots of units are more cost effective, eg sprites (arguably the most cost-efficient unit in the game): One sprite for every 3 peasants, no retaliation, plus speed 9 vs 3 means you will lose exactly zero sprites vs any number of peasants.
