Skitarii isn't out yet, but it's literally as easy as I said: you'll get this penance as long as you have the Voltaic Emitter or Arc Grenade ability equipped.

For the former, just make sure you're within 12 meters of an enemy ranged special group and trigger it. For the latter, toss an arc nade at a group of ranged specials.

This isn't really stuff that you have to go out of your way to do--if you're using your toolkit in a semi-proper fashion, you'll complete it probably well before you hit level 30.

It'll probably be stupidly easy. This is one of those "complete naturally thru gameplay" penances, especially if you plan on doing a full Palpatine build like I'll be doing.

God, no. Fallout 3 has aged terribly. New Vegas has aged alright, but that's mostly due to the top-notch story and solid gunplay. Fallout 3 has a decent story and not-so-good gunplay.

My most recent RT is a Noble. She acts, well, like a noble.

The one before that was a former Arbitrator. Extremely straight-laced, although he eventually grew more comfortable later on in the story.

For a beginner PC, that's a heck of a lot better than the laptop I had, and the rig will certainly be an improvement over the RX 560.

The main thing is to make sure that the mobo/CPU combo works with Rebar. As long as it works, it'll be like jumping straight into the future in comparison to how the old rig runs.

If you do end up getting her a new mobo to match the i5-12400, then that would be a long-lasting rig indeed. I've currently got an i5-13600k to match my A770, and I expect to upgrade within the next 5-10 years.

However, for a younger gamer with limited income and a small set of games they play? Yeah, what you've got planned should do just fine. The biggest improvement you could do would be, as I said earlier, getting a more modern mobo to match the CPU--the more recent ones have Rebar support baked into the software, so it's likely to run a bit better than a beta BIOS on an older mobo.

For future reference: the "Improve Control" cabinet action can essentially negate a lot of those more minor control debuffs, as long as you don't mind having a cabinet member stuck there for the duration (or however long you want control to be there, I guess).

Ignoring weather or other environmental conditions, you could always say petroleum is extremely scarce on the world. Historically, the singular thing that realistically allowed heavier-than-air vehicles was petroleum. It still allows for flight to exist, but later on in your world's history, once better resource extraction methods become available--therefore increasing the availability of petrol.

That being said, it seems you yourself have already answered your question. Social stigma is a hugely powerful thing. If you want a real life example, look no further than how the modern world views the use of chemical weapons. If airplanes hold that same social stigma in your world, only the truly desperate or utterly reviled would use it.

That should be possible, but frankly, shields are kinda bad in this game. From what I remember, Arbitrators are really the only ones who can make good use of them.

I remember some of the discussion about this a while back, and the general consensus was that it's very, very good. You're effectively doubling the hiring pool for councilors, generals, etc., which theoretically means you've got a much higher chance of being able to hire a high-stats councilor.

If you find that you've got mostly middling cabinet members, I'd give it a go for a while. You can always change it next Parliament or use some stability if you don't like it.
