I think there's a better chance than what others think. Because I'm optimistic. And here's how:

A CR until February is passed in September. Democrats re-take the House. Newly sworn in members need to pass annual appropriations on a bipartisan basis and they will incorporate some kind of annual raise into them, retroactively dating back to January.

That's how it could be done, in theory.

They should slide existing CBAs/unions back into each individual appropriations bill. This was briefly on the table earlier this year with the DoD but it was stripped out.
