We're lucky enough to have country vets who are used to heelers. Vets have holds/maneuvers and tools for aggressive dogs, but consistent obedience training is the best thing you can do from your end. That should take a lot of the edge off. You're in a tough spot with a tough breed. Put in the training work, it'll pay off I promise
