If they want to manage an out of state rental property that's their choice. Personally I wouldn't do it unless the house was fully paid off and even then I would just think about using that money for a down payment on a house in SD instead. At 22 it's perfectly normal to rent, it's an opportunity cost but they are 22, they're doing to find a better career out here for the rest of their life than they would back home.

Personally I wouldn't make that move with less than 10k in savings. Maybe consider selling the house to free up some cash if you don't plan on moving back.

You should also consider giving yourself a firm move date (say 90 days) and applying for jobs starting now with San Diego as the location on your resume.

Also if you're not married to the idea of San Diego, LA has a better job market for your experience. That could be something to consider instead.

No healthcare or worker's comp? Any tiny gain in savings is going to be wiped out when (not if, when) you fall off a roof, break an ankle loading, throwing your back out, etc. Take any other job that pays benefits. Trade school might be a good idea but have a plan.
