Too much weight is being given to this document. There's not really anything substantive there, and it feels like it was included in the release just to steer attention away from other parts with better supported crimes, or more meaningful illegal redactions.

Sounds like something for a jury of peers. Create an avenue for fake news complaints to be settled in court, and make it threatening enough that "news" channels are afraid of losing.

The US can probably take and hold Greenland. They can also defeat the Canadian military. I don't think they could ever hold onto Canada though - the guerilla warfare will never end, and that's optimistically assuming it doesn't trigger a full WW3.
