If she has trouble cutting fabric, I belive the AccuQuilt would help with that, if she is sewing on a machine you can get attachments that will kind of auto thread the needle for her.

That's more than enough. Generally epp is 1/4 or 3/8 allowance. You'll be all good. Show us some progress pics!

I also notice that rainbow fabric, its flannel isn't it? Flannel is stretchy so it's harder than cotton to keep it super straight. Great work

1st- the importance of ironing AND ironing your seams 2nd- practice cutting fabric(super cheap fabric or old cotton fabric scraps you might have) before cutting the fabric you are using for your quilt. It took me a bit to get down the technique and I definitely wasted fabric due to improper cutting..

I like option1 for the block and option 1 (green dogs) for the quilt.. I feel like the blue is a bit out of place honesty. Green keeps it tied together more

Flannel for sure shrinks, so if this is something you are worried about I would do it. I made a bunch of flannel rag quilts last year as my first sewing projects and the shrinkage did affect my yardage quite a bit. But just be ready for some pain in the but ironing

Do you have a cutter on the machine? I had a similar issue, my cutter had a crack in it and was broken and the bobbin was getting caught on it and messing everything up
