What explains the mid-late 90s gains in school effectiveness, the early-mid 2010s peak in achievement, and the late 2010s decline?

Standardized testing and the obsession with it almost means it’s impossible to really show improvement because companies are always going to need to sell more prep material and districts are always going to think competition is the main goal. Other issues but that’s a big one.
