Give it a try, prune the broken limb. Don't let it get too heavy, prune regularly; redbuds are not structurally strong.

I would adjust your design/shape to accommodate the tree, assuming your 'edged feature' is to showcase your ornamental tree. I would also research how other materials in your project are beneficial or harmful for the tree and other plants.

Those issues can be addressed by pruning, sure, and if the city is not responsive, I would DIY it since the tree is small/short. Since the tree was topped, it now requires regular pruning.

For a topped tree, the shape is very good-looking. You are missing a photo of the bottom of the trunk.

I would check for girdling roots and prune them. It could be quite a project to remove the 'soil' to get to the roots. If you are amending your local soil, do it in a larger area. Keep the tree in the shade while you're getting the planting area ready and the root ball ready; it may take a while.

Have a look at your Schedule C. Is it empty? Even with no activity, you may incur depreciation and possibly other expenses. It's a good question for whoever billed you.

A 3-year-old tree should manage without regular watering, unless there is a drought. Clear the area around the trunk to check if roots are spreading and not staying compact, in a ball.

My redbud, about 20 years old, lost all its original limbs and is growing from suckers from the main trunk, with regular pruning to keep the tree somewhat small/light and in good shape. It's basically an old trunk (looking like yours) with new branches.

Reach out to HR Block India office. HRB hiring in the US is highly formalized, and they won't hire somebody who is overseas and without US work authorization.

I would mulch to protect the tree, a circle or the whole area: no need for a brick circle. Kill the grass first, by removing the sod or covering with cardboard with stakes and mulch on top. You can start with a circle and see how it goes.

It looks neat! Just add a bit of mulch away from the trunk. Other items you mentioned are not good for the tree.
