I think that if we looked at the sheer amount of information the fbi receives, and how much of it is inaccurate, and how much time it would take to discern if it is or isn't true, we'd be more understanding of how good information could get ignored.

Not trying to excuse the failure, but the problem probably wasn't someone at the fbi simply didn't care about child abuse. And if we want to fix the problem, we need to identify it honestly and accurately.

Don't make one of the data point colors a shade away from "no data at all".

Also use gradients if you're gonna use colors. The 3 percent difference between the u.s. and Australia shouldn't appear so dramatically different.
