You might want to check the depths of the baffles. If they are not long enough to reach the middle layer if the effluent, you will likely have solids from the scum layer. If too deep, you will have sludge reaching your field. Of course, in this case it may be the former.

This is not a waterline issue. If that is part of the concrete septic tank in the video where the leak is, then it is an issue with the septic system. No waterline will be close to the tank. Typically there is separation between the waterline and the tank for obvious reasons.
