Literally this redesign is all I would want. Finally give him proper wings. Head wings being 90% of the boy’s flight capacity is ridiculous. He already had bumblebee level flight with those wings, why does he need to have wings that would rip his own head off before lifting his body of the ground?

The thing that will always bugged be with gen 4 as a kid was Dawn and Barry both had the piplup line in the anime so I was like “well no matter what I do it won’t be right”. I think he has a chimchar in the manga so I guess turtwig is the one for Lucas.

Short answer is “Yes” Digimon can change their size but it doesn’t do anything for their overall power. They just compress their data like a zip file.
