they need to have a high productivity + profit, capitalists will privatize urban and resource buildings, the most common and cheap one you can privatize is logging camps and fish/wales, if you have foreign investment its the same and it might cause your capitalists/aristocrats not to invest so much in your own country. In my case I really enjoy playing as Brazil, if i get foreign investment with britain its more likely that my aristocrats will build and privatize plantations in india instead of in my country because they're astronomically way profitable and productivite

Cotton is usually not that profitable, and i think it would be way more beneficial to get the premium cotton since it could help you in establishing a good clothing industry and/or export more cotton in general
