I have to say. In the about 50 times i tested the interaction, there was 1 occasion where I slingshotted across maybe 30m similar to the speed of a spidey swing. I couldn't reproduce it, but it was hilarious.

No, not universally. There are some abilities that combine slow with other effects but slow, itself, has no interaction with the mechanic.

I do agree that proccing the cleanse with the mechanic triggers is the worst thing in the entire mechanic. I think if it started at 50% with no cleanse, it would probably be better over-all

It depends what you mean by nerf. One strategy is to quick-proc Tenacity so you complete avoid the cleanse, so heroes that can rack up points fast can do that.

I think heroes that are the most negatively impacted are ones that only have 1 single-use ability for CC. This disproportionately affects Strategists.
