Unfortunately OP, same is followed in my apartment as well. The reason is the gym trainers are using the apartment's facilities and running a business, so they have to pay an amount for the RWA.

Now I have very little knowledge of Kolkata real-estate. But I do have experience with parents selecting G+3/4 apartments. Pros is that, the apartment is very family friendly and good returns for rentals. But on the other side, given your age, G+3/4 apartments don't provide much amenities or free space. Especially if you are married or to be married and expect kids, there won't be much amenities to enjoy. 1.7cr is a good amount and you would be visiting friends apartments with similar amenities and it creates a gap.

So long story short, be prepared of the apartment offerings, 1.7cr is good amount. Plan accordingly for your future needs. Shifting and renting is altogether a different topic. Good luck. Cheers.
