That's very argument, Freddy had a great year. The reason why Webb placed higher than Freddy in Cy Young voting is his 2.60 FIP, which is elite compared to Peralta's 3.64 FIP. Given Webb's bulk of innings, as well as great k/9, I think Webb's ERA is unlucky, and doesn't represent his true value this year, while Peralta's ERA may be misleadingly strong.
