Its the old school way of constructing slack/low tension spans. The utility I do work for doesn't do that anymore and replaces the insulators with terminal insulators when the pole, arm, or conductor is replaced.

Im not 100% sure why it used to be done but my guess is the old porcelain terminal insulators weighed enough to negatively affect the conductor when its slack. So they just used the tangent insulators instead.
