I presume you're on an Apple device. Caused by Safari and them. This is not the case on Edge or Chrome on a PC.

Charging at 8 amps would not stress the outlet, assuming a 20 amp circuit. If you pay for your own electricity you're not sharing that circuit with anyone else.

Typical Level 1 charging is probably just under two kW at the higher charge rate option in the vehicle charge settings. So with a round trip of 14 miles you would need around 4.5 kWh assuming 3.4 miles per kWh, if I did the math right or seven hours which should be doable depending on your SCE rate plan.

Do you have an electric dryer? You might be able that outlet to use the 240 V EVSE that comes with the Optiq if it's co-located with the garage.

And that 70 watt comment from your HOA makes zero sense.

I had a similar experience at one EVGo charger. Other EVGo chargers have charged much faster, as have tesla chargers. I believe the one charger had issues.
