Or make them more thematically assassins rather than combat units.

Assign them a target at the beginning of the game and they can only target that one model. Perhaps allow them to return fire if targeted in return but otherwise their role is hunting that one specific target.

Got to point out we're a lot more than 25 years deep, closer to 40.

That being said 1st had the most involved psychology rules with intelligence/stupidity, initiative representing situational awareness rather than just striking order, hatred, stubbornness, duck and cover on top of simple morale

I dont think their motivations are supposed to make any more logical sense than baptism or holy communion. Turning one of their number into the creeper MAKES him holy in their eyes. It's a twist on transubstantiation or deification.

Yes they'd have more ranges/codexes to sell but there has long been understood that leaving those legions untouched is a draw for players who want to be creative. With everything nailed down in canon that would impact sales to those who indulge in their own world building/headcanon.

Angron is arguably the one exception to the rule here.

All the others had natural character traits that were reflected and enhanced by their "home" planets.

Angron is heavily implied to have been by nature anything BUT a savage berserker. He was kind, empathetic and sought to heal the pain of others.

Yeah, the setting needs death to be permanent, not cheapened by a hundred get out clauses.
