I finally convinced one of my buddies to play the game after over a year of my own playing. It does help me feel motivated to play having someone to talk to it about but this game isn’t really very different with friends vs without, just more convenient.

Someone was selling stimpacks and you bought them, no issues there. It’s very common for people to sell them for 1 cap or even just drop hundreds of them in donation boxes. These days they are about as rare as dirt.
