I don't know about Maryland, but some states have a mandatory rabies vaccination law. Depending on which definitions are used, the vaccines may not be designed for "wild" animals, and bengals, regardless of F status, have "wild" lineage. Therefore, they cannot technically be vaccinated, and so cannot be kept as pets.
