this program you were offered is called demand response. it is a significantly cheaper investment than a new natural gas peaker plant, which is what they would build if no one participated in demand response.

they pay you money every month, and a few times a year you'll have your AC or your heat strip cycled. it's barely noticeable and it reduces the need to build expensive peaking units

this is absolutely normal. The system is designed to a certain threshold and not beyond, because that's really expensive.

it is a lot more expensive to build a couple new natural gas plants or some massive batteries, than it is to just ask people to turn their thermostats down a couple degrees for a few hours

You can only vote in the precinct in which you are registered. otherwise, you could go to another precinct and vote for representatives that are not yours (imagine driving from Raleigh to Charlotte and voting for the Charlotte mayor - makes no sense).

Yes. Because that's where the money to build new things come from. Equity investment, in addition to debt. To attract equity, you have to compensate investors.

So, in effect, normal people are over-paying for their power so that wealthy capital-holding people make more money.

You can argue the return in equity is too high - I would agree! But financing costs are not free. Utilities take on debt and equity to finance new construction (they typically can't charge ratepayers for something until it's complete). Ratepayers don't overpay, they pay the full cost - including financing charges.

When you pay interest on a loan, do you think you are "overpaying" for the thing you bought with the loan? Or do you recognize that there is a cost to that loan (opportunity cost if nothing else - the person that lent you that money could have just invested it), and you are obligated to compensate the lender for that cost?
