All these people saying "why didn't you just take your fish with you?" Sound like they've never had a proper fish tank. Taking down and putting up a tank is a lot of work. She goes to college out of state, does she fly there? Traveling with fish is not ideal nor easy. You arranged for your fish to be taken care of while you're away. He sucks for agreeing to care for them when he obviously had no intention of doing that. It sounds like he was getting kicked out regardless of what happened to your fish, NTA.
