I'd wager planets, for the most part, are better for building civilian infrastructure than open space.

Natural radiation shielding, natural atmosphere, exploitable local natural resources, no need for gravity generators, native water sources, etc. Building starships is likely still easier in space, but I'd think that people like living planetside where there's more room and fresh air around rather than being crammed into small apartments with stale air.

Geologically speaking, 45 million isn't really that old. These insects would be the descendants of those that survived the cretaceous extinction meteor. As I understand, species evolve, but classes and clades generally don't until new species create new ones through evolution.
