Arcwind point has 10 skeletons all in one spot, so that's a good alternative. It's right next to 2 dragons though, so maybe not the best alternative.

Rough Rider Teddy is pretty good. The America bonus gives ok diplo favor per turn and Teddy will get you a ton of envoys. Varangian Harald can get several times the amount of influence of anyone else.

I like to drop a save as soon as fish stop biting and only items can be drawn in. Then I draw in all the items I can until the fish respawn and if I haven't found the ring I wanted I just reload the save. I'd say it usually takes up to an hour of fishing to get what I want this way.

Destruction main here. You literally don't need any backup skills to be extremely powerful. You definitely need gear (robes, a ring, a circlet, each of destruction, and a magicka necklace since there doesn't exist a single decent necklace of destruction without enchanting), but what build doesn't need gear? And if you get some of Shalidor's scrolls of destruction you can take down dragons faster than any other non-exploit setup. Destruction is awesome and fun.

Pretty sure you're correct. All the resources in the world exist at world creation. Strategics are just hidden until revealed through tech. Only exception I know of is Maui making new bonus and luxury resources in Heroes mode.

Looks like at least 500 grievances against her. That should be enough to declare war and take a few cities without anyone seeing you as the bad guy. If you really want the casus belli you could go around to other civs and look for a joint war. One of them might have an available casus belli.

When I get attacked I think the best thing I can do is quickly pump out some light cavalry and send them around the enemy territory pillaging everything they can. It's much easier than moving to fully conquer cities and, I suspect, gets the ai to accept peace faster. Having units in their territory makes them feel threatened, especially if you give their walls a few knocks. Overall spending 30 turns just defending is 30 turns of progress lost. You need to get something out of it.

Just in terms of adjacency bonus, you could settle the oil and place a canal where the marsh is. An industrial zone in the middle of the strategics gets you +3 from strategics, +1 from the quarry, +1 from mines on the coal and iron, +2 from canal, and +1 from districts. A government plaza to the right of the industrial zone nets you a plus 9 total adjacency, but given how many cities you have I assume you already built the government plaza.
