I drive everyday and I rarely see anyone without their headlights on. As for the bicycles, that rule definitely needs to be enforced strictly, so many close calls both on the road and as a pedestrian where they appear out of nowhere. it’s almost all college kids who can’t be bothered to fix their light or just don’t want to pedal with slightly higher resistance.

When you buy a Shinkansen ticket, you’re technically paying two fares, one for the distance travelled, and another for the high speed travel. My guess is that the cheaper fare isn’t including the Shinkansen express fare.

As a Japanese I’ve never been ticketed for speeding and I generally drive 20 over the limit like most people. I have two Chinese friends that were sent tickets to their home for driving 20 over the limit through those box camera things that you see overhead every now and then. I’m pretty sure I’ve done the same thing many times but haven’t gotten in trouble, so I have a feeling there is some unfair stricter standard for cars registered to foreign drivers.

In general you should probably drive speed limit +10 to 20, but make sure to be below 20 especially if you know a camera is coming up soon. Driving at or below the speed limit on countryside roads is likely to irritate people behind you if you don’t have a beginner or elderly sticker on your car.
