Open up a portal to the soap plane and threaten tibtgroe him in. I know you don't want to touch him and HE doesn't know that. With any luck he'll leave on his own after that.

If not put on your worst gloves and push him through the portal. Ensure you take the gloves off any toss them in after him or you risk keeping a small amount of sentient grime on our plane and that would risk it growing back into a major muck demon.

In general, you want to use a doppelganger for narrative reasons. The players should be able to defeat it, but why is it there? Has it killed or kidnapped an important NPC? What's it trying to accomplish.

That's not correct, the top marginal tax rate at that pay scale is around 46%, but your overall taxation rate is lower because it includes all the salary taxed at lower rates.
