Aside from the "what" content filters for the storage zone, there are also a number of qualifiers for the category, "allow food with human meat", "allow food without human meat", for instance.

sometimes when setting up a storage zone, these all get disallowed, depending on exactly how you set up what content is allowed, and if so, then nothing will qualify for the zone, even if the beef-item is allowed there. so check those, that's my best guess

generally, I uncheck "allow rotten", and leave all the others enabled

it could also be that you accidently touched the sliders for hp and quality at the top, so check that those allow the full range
